Lagan Homes Outline Planning Application – Ref: 24/00914/OUT

Over 200 people attended the public meeting on 30th October 2024 which was called by the Parish Council in response to the above planning application to build 470 houses on land either side of Burroughs Road.

Residents were updated on the numbers of responses to the HBBC local plan consultation which totalled 775, as well as all the actions the Parish Council and Rise for Ratby Group had undertaken to help fight against this live application. The meeting was also streamed live on the Rise for Ratby Facebook group.

Four key things came out of the meeting:

  1. Confirmation that everyone does need to write a NEW letter to object to this application.
  2. Every resident can write a letter no matter what age. Do not limit your responses to one per household.
  3. A volunteer group was formed to go door to door to inform and help residents write objection letters – the volunteer meeting is being held at the church on Thursday 7th November at 7pm
  4. Daily Drop-in surgeries to help residents write letters will be put on in the library – These are being run every day this week 2-4pm
  5. We will also be attending the drop in coffee morning and Evergreens session on Thursday 7th November from 10am.
  • Copies of both the letter and objection guide can also be picked up in the Library and In the Parish Council Office as previous and completed letters can also be left at both locations for us to submit on your behalf.

Do not wait, submit your objection letters in as soon as possible!

On Saturday 16th November the Parish Council and Rise for Ratby – Community Engagement Group will be holding a Family Fun Day in the village hall, from 10am to 4pm there will be children’s activities and prizes, and food and refreshments, along with support from various groups and businesses from the village. Volunteers will also be on hand to help residents to write their objection letters.

We did it once before with the gas outage, let’s come together again as a community and say NO to Lagan Homes!

We have had several residents asking us to clarify the situation as to when objection letters need to be submitted to HBBC. We have subsequently sought advice and clarification from HBBC via our Borough Councillors and can provide the following feedback which will hopefully better inform and overcome the confusion and concerns people may have.

Under the current planning UK processes and regulations every planning application has a standard 21day consultation period following its receipt and validation by the Borough Council in which people can submit their objections.

HBBC have advised that letters were sent out to neighbours of the land that the application affects, in which it is stated that a date of 25th October (21 days) as the deadline to respond. However, as the site notices went up a few days later the consultation period has been formally extended to Thursday 31st October 2024.

HBBC have also advised that as this is classified as a major application, any objection letters or public responses after that date will be accepted and considered up to the point all the work in assessing the application has been finalised and is ready to go before planning committee for judgement.

HBBC cannot and will not provide a specific end date for us to work to as the planning evaluation process is a fluid, and is dependent upon completion of studies and reports from many external sources including LCC who conduct traffic, road, flooding and ecology surveys. They also must include reports and possible objections from other organisations like the Woodland Trust and the public etc.

Due to the size of the application and the work still to be undertaken alongside the large case load HBBC and LCC are working on, this process could take anything from 3 – 6 months to complete. On this basis, and for legal reasons HBBC cannot give a specific end date for objection letters to be received and counted as this could be seen to be interfering in or influencing any potential outcome and this could be challenged further down the line dependent upon the decision made.

The important message from HBBC is get your responses in sooner rather than later!

Our advice to residents is to get your objection letters into HBBC as soon as possible, and if it provides you with peace of mind, do so before the 31st October 2024 deadline.

You will all have hopefully received a notice through your letterbox confirming the Public Meeting on Wednesday 30th October 2024 at 7.30 pm at which we aim to provide more details of what actions we have and are taking to fight this application.

The reverse side of the notice also provides residents with advance notice of our intention to form a volunteer group to deliver and collect letters from residents. This will enable us to ensure all Ratby residents are informed of what is going on and to maximise the number of objections we need to generate to have any chance of getting this application refused, we will also to be able to complete the process sooner rather than later!

We do know the application will not go before committee before the end of November 2024, It is therefore the aim of the Parish Council and Rise for Ratby Community Group to have completed this exercise and have submitted letters for consideration by 30th November 2024.

  • Copies of the letter template and objection guide can be found on the Ratby Parish Council website and the Rise for Ratby Website, and they are available in both Microsoft Word and PDF formats.
  • If you are unable to download documents and print them off do not worry, write your letters on any piece of paper you have available.
  • If you still have a copy of the letter you previously sent to HBBC in response to their Local Plan consultation, you can simply amend the reference to that detailed below and send it in, the reasons and reason codes for objection are still the same.
  • Copies of both the letter and objection guide can be picked up in the Library and In the Parish Council Office as previous and completed letters can also be left at both locations for us to submit on your behalf.
  • Responses can also be sent by email to the address detailed below.
  • If you need help in writing your letters or need someone to write the letter on your behalf, please let us know and we will arrange support.

Lagan Homes – The Real Fight Starts Today!

Dear Residents of Ratby

Lagan homes have jumped the gun and have formally submitted their outline application for 470 houses and or 450 houses, school, care home, & community hub.

The application has been this week been received and validated by HBBC and is now live on their planning portal – reference 24/00914/OUT the Alternative Reference is PP-13331132

Lagan Homes have done this whilst the regulation 19 consultation was still live and ongoing. Clearly, they had no intention of taking part in the Borough Councils consultation. Clearly their priority is profit, not our village or community!

They have also now made it abundantly clear that if the council do not provide financial support and part fund the building of a school, care home & community hub they will just build 470 houses instead and totally ignore the fact that the village simply does not have the infrastructure to cope!

The meeting has been called in response to Lagan Homes officially submitting their outline planning application to build 470 houses, or 450 houses, a school, care home and community hub on the land west of Ratby locally known as the Burroughs, this has been done before the Hinckley & Bosworth Borough Council local plan consultation has been concluded!

The village has a very short window of time in which to come together and unite to fight this now very real threat to our village and community.

We need to believe in the collective power of the many, and above all, try! We owe it to future generations!

What We Plan To Do

Rise for Ratby – Community Volunteer Group

In response to Lagan Homes submitting their outline planning application our group of resident volunteers will begin personally distributing letter templates and objection guides to every household in the village, they will also aim to provide you with help and guidance on how to object and how to complete your letters.

Please let us know if you need help writing your letters, or if you need someone to write it for you should you have difficulty in writing them. See website and Facebook details below for news on these services.

We appreciate everyone has different views but when our volunteers call, please be courteous and give them your respect, they simply care about the place they live.

Our village volunteers will also arrange with you a suitable date and time to collect your households completed objection letters, in the hope this will make the process as easy as possible for you.

Important note: this is not just one letter per household we really do need a letter from every single resident (no matter what age) to make it possible. If your children would like to draw or paint a picture to accompany the letter, even better!
